Points around a circle is then used to draw circles with radii that equals the distance between the point and the original first point on the circle.

Refer to [1] (A Cardioid as an Envelope of Lines) [It turns out that we can construct the cardioid as the envelope of curves, and we can do so in a number of different ways.
