PROPER(txt)

where txt   is text enclosed in quotation marks that want to partially capitalize.

It capitalizes the first letter in a text string

PROPER

 let’s see an example in (Column1 Row 1)

C1R1 = a bird is flying

I.e.=PROPER(C1R1) is

A Bird Is Flying
