ISBLANK(Value)

where,

Value -  represents the cell.

If cell is empty, ISBLANK returns 1.

Lets see an example in (Column1, Row2)

=ISBLANK(R1C1)

ISBLANK returns 0.

Cosider an another example

=ISBLANK(C2)

It returns 1.
